Dairy Sector Works with Government to Reduce Carbon Emissions
The UK Dairy Sector has met its Climate Change Agreement (CCA)
second milestone target by investing in energy saving technologies
and implementing further efficiency measures.
The process of gathering the CCA energy and production data from
dairy sector companies was a huge success, with no “non-respondents” (companies
that fail to send their data in on time). The result is that no
dairy companies in the UK will lose the CCA 80% rebate, worth £4.5
million per annum, over the next two years from not sending in
data on time.

Cornwall and Devon Selected to Trial Healthy Start Proposals
The Government has announced that it will be running a six month
“trial” (Phase 1) in Cornwall and Devon of its proposal
to replace the current Welfare Milk token with a £2.80 Healthy
Start voucher. The new voucher will be exchangeable for milk, fresh
fruit and fresh vegetables.
In its consultation on the draft regulations for the implementation
of Healthy Start published earlier this week the Department of Health
(DoH) has not set a time limit on this introductory phase, although
it has stated that it believes that a minimum of six months will
be necessary to allow sufficient time “to evaluate the processes”.
Neither has a date been set for the commencement of Phase 1. However,
earlier comments from the DoH suggest a May/June target.

Dairy UK Opposes FISS Targets
This week Dairy UK responded to Defra’s draft Food Industry
Sustainability Strategy (FISS).
Dairy UK has stressed that the dairy industry is committed to the
principles in the Strategy for Sustainable Farming and Food, and
that as an industry we take pride in achieving the highest standards
of corporate performance.
Dairy UK has expressed its concerns that the process of drawing
up the FISS has not been sufficiently bottom up to engage the enthusiasm
of our industry. The UK dairy industry has for many years been committed
to the principles of sustainability by seeking to reduce the environmental
impact of its operations, pursuing social progress and being a major
contributor to the economy.
The draft FISS includes targets which would make the dairy industry
uncompetitive. Dairy UK has rejected these explaining these do not
appear to take into account the activities already in hand to meet
existing objectives and legislative requirements. The imposition
of new targets would, instead of making the industry sustainable,
have exactly the opposite effect. Furthermore we are well aware,
from the Climate Change Levy, of the very significant administrative
burden which can result from target setting; a burden which falls
on our member companies, on Dairy UK, and on Government since this
requires the setting of baseline levels and interim targets, reporting
procedures, and renegotiating of targets. Dairy UK is opposed to
the need to set up special arrangements to monitor any of the targets.
Dairy UK is working with other trade associations on these issues
and has asked Defra to pursue a dialogue with us to allow further
progress in this area.
Dairy UK tells customers of industry's escalating cost

"singnificant cost pressures have recently affected all elements
of the dairy supply chain. These cost increases represent a considerable
challenge to the industry's profitability and consequently its
longer term viability.

Colman Report Published
The report by Professor Colman on 'UK Milk Production Following
the 2003 Reform', which was commissioned by the Dairy Supply Chain
Forum Sub-Group, has now been issued.
The report examines the impact on price changes on the number and
regional distribution of dairy farmers, and on overall milk production.
The report shows that the industry can adapt to CAP reform but only
if sharp price movements are avoided.

Dairy UK Response Statement to Colman Report
In response to the publication of the report by Professor Colman,
Jim Begg, Director General of Dairy UK said: ‘This is an interesting
extension of Professor Colman’s previous work and in many
ways simply states the obvious: a sharp fall in price will have
a sharp impact on production. This emphasises the importance of
having as much stability as possible in dairy product markets and
the European Commission will have an important role to play here’.
‘The reported efficiency gain on farms of around 3% per annum
is impressive and indicates that we have the potential for an efficient
and profitable industry operating close to our quota limit. For
this to be delivered we need to maximise our appeal to our consumers,
receive a breathing space to allow us to adapt to CAP reform and
for the government to refrain from loading excessive cost on to
the industry through regulation’.
‘We hope that all parties that will play a role in determining
the industry’s future will work constructively and responsibly
with us to ensure that the industry’s potential is fully realised’.
